What has Amy Klobuchar done to help the black and minority communities in Minneapolis? Amy Klobuchar gave you, a friend or a member of your family a criminal record. Have you noticed the swell in incarcerations in the black community? Isn’t it time to change the direction Ms Klobucher has set for our city?
I am Dr. Jack Shepard, and I confirm my candidacy for the United States Senate on 08/08/2018 in the Minnesota GOP Primary Election.
We learn from the past, from our accomplishments and equally from our mistakes. Therefore, after nine years with Hennepin County Prosecutor Amy Klobuchar it is time for Minnesota residents to wake up and take inventory. Under her questionable leadership from 1996 to 2006 the Minnesota Prison Population grew from 106,000 to over 160,000. The majority of inmates were blacks, indicted on charges of non-violent marijuana possession; young men unable to afford good legal services.
Recently obtained documents reveal that local police agencies have used the number of low-level marijuana drug arrests to procure millions of dollars in law enforcement funding from the Federal Government under a program called the Edward Byrne Memorial Justice Assistance Grant (JAG) Program in Minnesota.
The moment has come for Minnesota residents to stop procrastinating and take ACTION. It is time to change the tide before the city floods. Democrat Amy Klobuchar is not interested in the average Minnesotan. Instead, she focuses all her time and energy on large donors like Planned Parenthood, Delta Air Lines, Land O'Lakes, Dorsey & Whitney, Target Corp, Xcel Energy, and the procurement of $500,000 from other legal offices, all of which “thank her as Hennepin County Prosecutor for the mass increase of minority prosecutions.” As of September 2017 Amy Kolbuchar had collected $4,937,978 in donations, quid pro quo relationships in the making. If you never donated, don’t be surprised if Ms Kolbuchar has never granted you a favor.
Her initial goal as Hennepin County Persecutor was to rapidly increase her arrest statistics, to look good. This she accomplished by racially dividing Minnesota, thus raising the quotient of young non-violent black men, arrested.
FOR EXAMPLE: In just the year 1999 Prosecutor Amy Klobuchar sent 50% of black males age 18-30 in Hennepin County to prison..
This is motivating my campaign and it is one of the reasons why I am running for the Senate in Minnesota. As an Abe Lincoln Republican, I plan to halt Federal funding from the Byrne Justice Assistance Grant (JAG) to Minnesota Police for marijuana arrests.
This will enable the police to fight the Nation’s heroin and opiate epidemic in constant growth and allow me to free thousands of non-violent offenders guilty of marijuana possession. Nevertheless, it won’t end here. Why? Because I intend to institute a re-entry vocational training program for those on house arrest or probation. I will restore the lives Ms Klobuchar sequestered. I will give young blacks a chance, an opportunity to be proud of themselves, to accomplish goals and to have the means to follow their dreams and be part of the community.
My platform calls for:
1) To remove Byrne Justice Assistance Grant (JAG Federal Funding for marijuana arrests system in every state.
2) No Federal funding will be allotted to all states for marijuana possession arrests.
3) Lessening of marijuana arrests due to lack of Federal Funding.
4) Lessening of racial profiling.
5) This will enable the police to have more time to concentrate on arresting Heroin and Opiate dealer with even more federal money for their Precincts for Heroin & Opiate arrests!
WE MUST GET THESE (HEROIN & OPIATE DEALERS) KILLERS OFF OUR STREETS IMMEDIATELY; IT'S LIFE OR DEATH EMERGENCY.
I, JACK SHEPARD, if elected US Senator in 2018 will exonerate thousands of young black non-violent marijuana possession offenders, incarcerated by Amy Klobucher.
No arrest for marijuana-- no federal funding to pay police officers for marijuana arrests! This is the waste of time.
With 174 people dying a day from overdoses it’s Heroin and Opiate dealer should be the priory. You don’t compromise people’s lives for money. It’s immoral and unethical and has to STOP!

Statistics prove that the program has exercised a major impact on the precipitous rise of low-level drug arrests over the last twenty years.
Year 2000 during six months, Minneapolis police stopped black drivers at a rate double their population numbers.
An analysis of St. Paul police stops shows a similar ratio.
Earlier studies demonstrate that once in the Hennepin County criminal justice system, blacks are more likely to be charged with drug crimes.
When blacks and whites are charged and convicted of similar crimes, blacks are more likely to serve time behind bars.

Racial profiling: Many white Minnesotans’ mistakenly believe that racial profiling is non existent here. Lawmakers have refused to authorize collecting data on the practice, and some of the state's top law enforcement officials claim it's not a problem. This is “fake news.”
However, statistics tell a different story. Analysis of police stops in Minneapolis and St. Paul confirm that black men are stopped at a rate far greater than whites. Once in the criminal justice system, black men in Minnesota are prosecuted, convicted and sentenced at a higher rate than whites. Anecdotes and evidence from other parts of the state hint at a similar pattern involving blacks, Native Americans and minorities in general.
The result is that when Senator Amy Klobuchar was Hennepin County Prosecutor ratio of blacks sent to Minnesota prisons compared to whites was the highest in the country.
